Contractor Performance Assessment Reporting System. Contractor Performance Assessment Reporting System (CPARS) is a web-enabled application that collects and manages the library of automated contractor assessment data.
When should Cpars be completed?
The mandated timeframes for contracting officials to file CPARS reports are as follows. For contracts less than one-year duration, a completed evaluation is due 120 days from contract completion.
Is Cpars information public?
The CPARS database is available to source selection officials government-wide, but it is not publicly available. Past Performance Information Retrieval System (“PPIRS”).
How long do contractors have to respond to Cpars evaluations?
The contractor will receive a CPARS-system generated notification when an evaluation is ready for comment. Contractors shall be afforded up to 14 calendar days from the date of notification of availability of the past performance evaluation to submit comments, rebutting statements, or additional information.

CPARS is a web-enabled reporting system for Government Contracts. Contracting Officers assess a contractor’s performance, providing both positive and negative feedback on a given contract during a specified time period, and that data is recorded in the CPARS database.
How do I get access to Cpars?
Click on the ‘Main Menu’ . Click on ‘Access Info’. Click the ‘Viewing Performance and Integrity Records’ Option….Select which type of access you will need:
- ‘Request Access (View Performance) Access’
- ‘Request Manager (View Performance) Access’
- ‘Request Owner (View Performance) Access’
How long does a Cpars rating last?
3 years
Because a CPARS rating is generally valid for 3 years (6 years for construction/architect-engineer contracts), a contractor may be inclined to challenge a negative CPARS if it believes it has been unfairly evaluated.
Who can view Cpars?
Evaluations are source selection information, and they must be treated in accordance with FAR 2.101, 3.104, and 42.1503. CPARS Evaluations are pre-decisional in nature because they are used to support source selections on an ongoing basis. The only people that can view ratings, narratives, etc.
What is a Cpars score?
CPARS Evaluation Rating Definitions under FAR 42.1503(h)(4) (a) Exceptional. Performance meets contractual requirements and exceeds many to the Government’s benefit.

Evaluations are automatically transmitted to the View Performance Records section of CPARS, where they are retained and used for source selection purposes for 3 years following the completion of the contract or order; six years for Architect-Engineer and Construction contracts.
