Regardless of the truth of the matter, House Hlaalu was turned into the scapegoat of the suffering of the Dunmer. They were no longer recognized as a Great House, and were removed from the Grand Council.
Are Telvanni evil?
Telvanni are cool but they really have no care for morals, letting workers die in magical cave-ins, human experimentation, etc. Hlaalu are not as bad but they are essentially corrupt conman politician types, and they do own a bunch of slave plantations.
