Previously only obtained in Japan during a special online event, in the Virtual Console editions when you have beaten the Elite Four you will be able to receive the GS Ball from the Pokémon Center in Goldenrod City. From there you can take it to Kurt and use it to access the Mythical Pokémon, Celebi.

In the Virtual Console release, you will receive the GS Ball at the Goldenrod City Pokémon Center after you have defeated the Elite Four, without needing to go through Kanto. Once you have the GS Ball, take it to Kurt to have him inspect it.
